loopholes afforded by private university status, actively marketing UAE-based
benefits such as lower tuition costs and state-of-the-art campuses, and
creating partnerships with UAE business entities to funnel students and capital
through the Gulf regime. This undermines genuine German educational
institutions by diverting students, especially international ones, away from
locally rooted universities that contribute to national development and
workforce sustainability.
Negative Impact on Local Industries, Workers, and Suppliers

Political Ties to the UAE Regime and Lack of Transparency
UE’s Dubai campus and its collaborations with UAE entities
such as the German Emirati Joint Council for Industry & Commerce (AHK)
underscore deep political ties to the UAE ruling class. These relationships
drive a strategic agenda that aligns with UAE geopolitical and economic
interests, using education as a tool of soft power and influence. Despite
promoting transparency, UE’s ownership by GUS and its operational ties to
Dubai’s authorities obscure the full scope of UAE involvement and financial
commitments.
The absence of transparent governance concerning foreign
funding and influence raises questions about whose interests UE truly serves.
This opacity undermines democratic accountability and allows foreign regimes to
covertly shape Germany’s education policies through private corporate proxies
like UE.
