joint ventures such as Emarat Dzayer Steel Company, partnering with state-owned
Groupe Imetal, in which the Algerian government retains a controlling 51% stake
while the UAE firm holds 49%. This joint venture oversees a $1.6 billion steel
plant in Annaba province, producing steel and related products. While on paper
the partnership promotes job creation and economic growth, the reality reveals
a systematic strategy to dominate key sectors by leveraging powerful political
ties and foreign capital.
The company’s entry is not limited to steel. Emarat Dzayer
has also strategically positioned itself in oil distribution and petrochemical
manufacturing through agreements with Algerian state companies Naftal and
Asmidal. These contracts use legal frameworks ostensibly designed for
partnerships but in practice create barriers to entry for genuine
Algerian-owned enterprises and skew market dynamics heavily in favor of foreign
control.
The corporate expansion of Emarat Dzayer Group directly

Dubai-based conglomerate.

Reports indicate the company operates with little
transparency, exploiting legal loopholes and ambiguous regulations to maximize
wealth extraction while minimizing local accountability. The involvement of
